Regards, Juichi Nagano PASC Secretary ************************************************************************* This PDF file provides the ANSI input for the ISO Strategic Planning for 2011-2015.  This is still undergoing some editorial polishing, but is not expected to be changed in substance from this point forward.  ANSI is also planning to convert these slides into text for our submittal to ISO.   As a word of explanation, Rob Steele has traveled over the past six months to various ISO NSBs and in many of his visits, including to ANSI, he has spoken on this strategic planning.  Rob has encouraged NSBs to submit their input in the form of statements on what we would like ISO to be in 2015 if we successfully achieve the ISO strategic plan between 2011 and 2015.  Therefore, you should note that ANSI’s input takes this form encouraged by Rob.  Our input does not focus directly on what concerns us about ISO at the present time, but it does build from our current concerns to express what we want ISO to be in 2015.

  Abstract: Dear PASC members, As you know, it was resolved that all PASC members were encouraged exchange views on the ISO Strategic Plan (2011-2015), at the PASC 32 meeting held on April 2009, as shown below. PASC 32 Resolution 5 – ISO and ISO’s Strategic Plan PASC 32 resolves to share information and exchange views on the ISO Strategic Plan (2011-2015), highlighting issues of common interest amongst PASC members, while keeping in mind the different national consultation processes in place in each member country. It would appreciated if you could provide PASC Secretary (pasc@meti.go.jp) with your country's inputs to be shared with PASC members through the PASC website, if you so wish at all. I believe that this will allow PASC members to see and understand what one another is contemplating to provide as input to ISO before the deadline, the end of September 2009. It could also create opportunities where PASC members see that they have common positions, or see positions in another member's input that they may wish to echo and support in their own input. I would like to emphasize that this is a volunteer initiative and it does not matter whether inputs to be shared in a completed form, partial form or incomplete form. It would be OK to submit me in a summary, draft, under-consultation format, etc. I'm grateful for your consideration and voluntary commitment to share your inputs on the ISO Strategic Plan (2011-2015).   Abstract: Dear PASC members, Based on the actual participation in recent PASC Executive Committee meetings as I have reported at the PASC 32 meeting in Hobart, I would like to update the whole EC membership (additions, subtractions) by getting all PASC members to review their respective situations. The PASC EC is the group that ensures completion of PASC work in- between the annual meetings of PASC. It achieves this through active discussion throughout the year on the PASC EC website, as well as participation at 3 face-to-face meetings. The meetings are scheduled to make best use of opportunities where the PASC EC members are likely to be present for other reasons: one meeting in January-February in conjuction with APEC SCSC1 (to finalize the agenda for the annual meeting); the second meeting April-May immediately following the annual meeting of PASC to review the resolutions and agree on action points; and the third meeting September-October to confirm that agreed actions are being carried out. The expectation is that members of the PASC EC will not only attend all of the meetings and contribute to the proceedings, but will actively participate in carrying out (or ensuring that employees of their organization will carry out) the agreed actions. Continuity of the individual representative of the member body is also important to the collective effectiveness and efficiency of the PASC EC. Our intention is to have the best possible contributions from active members with the least burden on the participants. As such, we will appreciate it if you can review your situation to possibly become fully involved, or (if you have been already involved with the EC) you can make a decision on whether to continue with active participation, or withdraw your membership from the EC, and inform the PASC Secretary at pasc@meti.go.jp accordingly. For your information, I would like to attach herewith the "Records of PASC/EC participation" which I updated as most recent version. The current EC members are highlighted in yellow in attached. As you can see, there are some "less-active" EC members while some non- EC members who attended EC meeting several times and contributed. We look forward to a positive response. As previously announced at the PASC 32 meeting in Hobart, all of the PASC members are kindly requested to complete the attached questionnaire and submit it (Where) - to the PASC Secretary at pasc@meti.go.jp (When) - by the end of May 2009. Kindly refer to the cover page of attachment for information (background and objective) of this survey. Cooperative interaction with business/industry in both national and international standardization activities has been considered as one of the priorities of the SCSC as well as the PASC as you recall; and results of the survey will be shared and utilised to further facilitate such interaction and cooperation between standardization bodies and business/industry sectors both in the SCSC and the PASC. Please note that the questionnaire is separated into four excel sheets for ISO, IEC, JTC1 and NSB topics. You can see in the "Note" at the bottom of each sheet, which is indicated the survey procedure. This is the second round of such survey, first done in 2008, again delegated from APEC SCSC this year.   Abstract: Dear PASC members, Please note the below message from the PASC EC Chair. Please be informed and ensure that PASC EC member representation is limited to up to two people per national standards body. Regards, Juichi Nagano PASC Secretary ***************************************************** As we approach PASC 32 in Tasmania, we have been informed by the host that many PASC members are planning to attend the PASC EC 33 meeting taking place on Saturday morning, 4 April, which is good news at it indicates a strong interest in our work. For many of you who are new to PASC activities, I wish to remind you that any PASC member is able to attend PASC EC meetings, as a member of the PASC EC. The only obligation of a PASC EC member is to attend the 3 meetings held per year, and to be an active participant in PASC EC activities (not simply be an observer). In addition, several years ago it was agreed by the PASC EC, and PASC itself was informed, that the PASC EC meetings can have no more than two people per national standards body at the meeting. Wefve noted in the current registration list that some PASC members are apparently planning to send more than two people to the PASC EC meeting. Would you please ensure, working within your delegations, that you limit your representation at the PASC EC meeting to no more than two people. Thank you for your anticipated cooperation. PASC 32 N4 Title: Standards_Cooperation_between_International_Organizations

  Abstract: Dear PASC Members: As a follow-up to a presentation made at PASC 31 in Shanghai China this past April, please find below a brief update on recent activities of the OECD-ISO standards cooperation. Since the 2008 PASC 31 meeting, significant progress has been made in the development of a ISO/TC 23/SC 2 Maintenance Agency to allow the timely update of ISO/OECD Standards in order to maintain the full harmonization between ISO standards and the OECD Codes. As this is a new initiative, it is important to highlight that Maintenance Agencies can provide a great benefit when working in cooperation between two major international organizations. In the development of this Maintenance Agency (MA), several guidelines, procedures, and process charts have been created to define the function of the MA. Attached for your reference, are such documents. A significant amount of work has been contributed from the ISO CS and OECD staff to complete this effort. The documents have been submitted to the ISO/TC 23/SC 2 national bodies for comments and then official balloting. If approved, the documents will be forwarded to ISO TMB for final approval. We share this information with you as a new method of standards cooperation to consider. Thank you for your kind attention. Juichi Nagano PASC Secretary
