Abstract:
All PASC members will recall that the PASC SC had been asked by PASC to contact Chile/Instituto Nacional de Normalización to consider becoming a member of PASC. The PASC SC Chair/ANSI, ICONTEC/Colombia and INDECOPI/Peru invited INN to become a PASC member, noting Chile's previous membership in PASC and its current active role in the APEC SCSC. I am pleased to report that INN has accepted this invitation, stating that it will be an active member of PASC, and that it commits to attending PASC 31 in Shanghai in April 2008. In accordance with the PASC Charter, Section 3 states in part:
MEMBERSHIP AND ATTENDANCE
Membership in PASC shall be by invitation of a PASC member organization, upon an affirmative vote of a majority of PASC members at a PASC meeting, or by postal ballot. Membership is open to any country or territory:
1. Bordering on the Pacific Rim whose standards organization is full, subscriber, associate or correspondent member of ISO and IEC; or
2. With a national organization that PASC determines is capable of making a contribution to the purposes and objectives of PASC.
In accordance with the PASC Charter, the PASC SC Chair, Gary Kushnier, has asked me to issue this electronic ballot/message to all PASC members, inviting their response (affirmative or negative) no later than 12 September 2007. If a majority of PASC members vote in the affirmative, the Chair of PASC 30, Mr. Fabio Tobon, will report on Chile's entry into PASC during his report at the ISO General Assembly. The PASC representative to the APEC SCSC would also be able to note the admission of Chile as new PASC member in its report to the SCSC in February 2008 in Lima, if the proposal is approved.

Attached is the final strategy paper developed by the APEC Specialist Regional Bodies (SRBs). PASC led a workshop of the SRBs to develop a draft of this paper that was presented to the APEC SCSC meeting in Canberra in January 2007.
The attached paper is now updated for comments received up until the cutoff date of 31 March.
Indonesia, as lead shepherd for the SRBs, will submit this document to APEC SCSC for consideration at their next meeting in Australia later this year.
This paper provides background for items 14 and 23 on the PASC 30 agenda.

The date for PASC 30 is approaching rapidly and there has been a great response to the call for registrations for the event. We have over 79 people coming, plus a number of observers from ABAC and COPANT for our joint session, so it is going to be a very well represented meeting.
This is a reminder to anyone still wishing to register to do so immediately.
Would those who are making presentations or providing papers for PASC 30 also please get these to me no later than 6 April.
PASC is a paperless meeting and all delegates will need to download the papers from the PASC website.
May I also remind PASC members that PASC has adopted a smart casual format, suits and formal attire is not needed in the meeting. Frankly I think it would a little out of place in a resort location in beautiful Cartagena anyway.

Attached is the Agenda for the forthcoming PASC 30 meeting in Cartagena, Colombia from 25-28 April.
This year Colombia (ICONTEC) are hosting meetings of COPANT and PASC. COPANT will meet from 22-25 April and PASC will meet from 25-28 April. 25 April will be a joint meeting of COPANT and PASC.
Please note that there are still opportunities for sponsorship of events at PASC 30, as shown on the agenda.
PASC SC has developed the agenda and have identified some topical and relevant subjects to discuss. There is also a session with APEC Business Advisory Council (ABAC) which will allow good discussion between business leaders and the CE's of the national standards bodies with the opportunity of all PASC members attending. COPANT members will also be invited to attend this session.
I am sure PASC 30 will also be a great opportunity for us all to catch up with what is going on and work hard and enjoy ICONTEC's hospitality.

PASC 30 will take place from April 25-27 inclusive in Cartagena de Indias, Colombia.
The agenda for the meeting is almost finalised and includes some new and exciting items for us all to consider. Amongst these is a joint session with the Pan American Standards Commission (COPANT) to hear about common issues in standardisation; a session to discuss standards issues with members of the APEC Business Advisory Council (ABAC); lessons learned from recent external reviews of standards bodies in the PASC family or region; demonstrating the value of standards to regulators; and increasing regional influence in international standards bodies.
An invitation to register for the meeting and for accommodation from our hosts, ICONTEC, is posted on the PASC website as document PASC_N29 and PASC_N30.
Registration closes on 1 March 2007 so I urge you to register for PASC 30.

At the APEC Standards and Conformance Sub-Committee (SCSC) meeting held in Canberra last week the five Specialist Regional Bodies (SRBs) presented a draft strategic plan on activities they plan in the region for the next 5 years.
The five SRBs represent many of the national standards and conformance organisations in the APEC region and are APLAC, APMP, APLMF, PAC and PASC.
This draft strategic plan was developed at a workshop of the SRBs held in Sydney immediately prior to the APEC SCSC meeting.
The APEC SCSC meeting noted the draft plan and agreed that members would review and provide comments on the plan by 31 March. The SRBs agreed to circulate the draft plan and ask their members for comment by 31 March as well. The SCSC expect to receive the amended plan at their June meeting and that it will form the basis for standards and conformance development as far as APEC is concerned including assistance in resourcing.
It would be appreciated if you would refer the draft plan - attached - and provide comments to the PASC Secretary by 31 March.

This modification would create an unnecessary technical barrier to trade which would mainly affect the exports of canned sardinops
sagax, the Pacific sardine, to the European Union.

Attached is the document outlining a formal agreement between PASC and ISO as discussed at PASC 29 in Capetown.
The PASC SC has considered the document and ISO have now also commented. ISO's comments are highlighted as "track changes" in the attached document.
These changes look ok to me and I have also checked this with Gary Kushnier.
Please would you let me know urgently (and no later than 4 August) whether there is anything in the document that you are strongly against as ISO will be asking their Council for approval by correspondence so we can sign this at the ISO GA in September.

Attached is a draft MoU between PASC and ISO for your review and comment.
The document has been developed by Gary, assisted by the ANSI team, and myself and looks to make a meaningful, positive difference to the relationship between the two organisations.
This initiative is in response to the PASC 29 and PASC SC resolution as follows
PASC SC Chair and PASC Secretary to negotiate agreement with ISO by 15 June, circulate draft to PASC SC and final draft to PASC members by 30 June. Conclude a formal liaison agreement with the ISO to be signed on behalf of PASC by PASC Secretary and current PASC Chair likely at the ISO GA in September 2006.
Please review the draft and let me have your comments by 20 July so that I can get a revised draft to ISO for their review and action.

Korea (KATS) has requested support for their candidate for the IEC/CAB election.
The request follows along with a CV of Mr. Soo-Hyun PAIK
"With regard to the IEC/CAB Election to be held during the IEC General Meeting in Berlin, I am writing to inform you that Korean Agency for Technology and Standards (KATS) has put forward a candidate, Mr. Soo-Hyun PAIK for the election.
Mr. PAIK has actively participated in the field of conformity assessment, product testing, factory audit and standards enactment for the last 30 years. He has excellent experiences regarding the execution and the handling of both local and international schemes and regulations of conformity assessment operations. Based on his rich expertise, he has also made significant contributions to the IEC since 1981 especially by having served the Alternate Member of the IEC/SMC for the 1999-2002 term. Moreover, he actually instituted the first NSI, MB, NCB and CBTL of the IECQ and the IECEE-CB Scheme in Korea (I am attaching his Curricula Vitae for the reference).
Considering the above, I am confident that he will make a good member of the CAB and contribute to the IEC community.
Taking this opportunity, I appreciate once again for that PASC members fully supported our candidate for the IEC/SMB election. In connection with this close relationship among PASC members, KATS counts on the PASC members’ affirmative and consistent supports.
